What is the world missing
to neutralize dangers like Putin ?
In the event that public
safety and order are endangered due to the sick behavior of a person,
there are legal regulations in Germany (the so-called PsychKGs (mental health
care laws)),
with the help of which - If necessary - deprivation of liberty can be ordered
by the court, even
against the wishes of the citizen concerned.
They serve to clarify
diagnostically whether and which psychiatrically relevant findings justify
involuntary commitment and, if necessary, which therapeutic measures must
be taken to end
the state of danger.
Exceptional mental states can lead to danger to oneself and/or others, so
that not only thera-
peutic measures are required in each case, but also the protection of the
public must be en-
sured.
Such extreme, threatening
mental impairments do not only occur in schizophrenic illnesses
and intoxication, but are also observed when delusional developments appear
that have
arisen on the basis of so-called fixed ideas.
According to WIKIPEDIA, fixed ideas are:
A superordinate
idea (also: fixed idea) is a permanently life-determining guiding principle
that influences motivation, drive and volition (will formation) and is
filled with intense
emotionality. People with a fixed idea are subjectively
convinced of this guiding principle
and their actions are driven by it. Thinking can perseverate around the
associated ideas
and suppress other thoughts.
The resulting neglect of everyday tasks of coping with life leads to isolation,
self-neglect
and crankiness. The person is hardly accessible to counterpoints and objections.
Progres-
sively, the realization of one's own convictions becomes the goal of life
against all resist-
ance.
A superior idea is often found in religious fundamentalists or political
fanatics and it is

When Russian troops invaded Ukraine on February 24, 2022, after months of
preparations,
the world found itself at the mercy of an event for which the democratic
"states of the West"
could offer no reasonable explanation.
Stunned bewilderment
spread, and it took a little while for the western world to abandon
the path of appeasement and confidence and instead build robust economic,
political and
military countermeasures because there was no sign of Russia engaging in
a rational un-
derstanding.
A war had been unleashed
against a peaceful neighboring country, which had not given
any aggressive signals but had always been described as the original Russian
brother
country.
How did that fit together?
There is now a whole series of books and essays whose authors have dealt
with the per-
son of Putin and describe him as an upstart who seems to suffer from a pronounced
fear
of inferiority and therefore has a compensatory tendency to draw attention
to the import-
ance of his person through spectacular behavior.
His ideas of a great and powerful Russia (not a regional power) on the one
hand and his
fear of allegedly pernicious social developments as they can be seen in
western demo-
cracies and - if they were to gain a foothold in Russia - would endanger
him and his follow-
ers, and thus his personal "empire", force him into a persistent posture.
A significant part of his thinking is also determined by the issue of homophobia;
for he sees
his russian society directly threatened by sexual deviancy. In the fight
against it, he has
even allied himself with the head of the Orthodox Church, Patriarch Cyril
I (former KGB-agent),
in order to realize his ideas of a "pure" society with religious support.
Since the West has so far shown little interest in his personal concerns
but has made every
effort to talk to him on a rational level about business and integration
into European ideas,
at some point Putin had no choice but to use an aggressive reaction to gain
a hearing and
understanding for his feelings.
The restrained reactions of the West to Russian military actions
to date encouraged him
to open up a daring game in the belief that he could once again get away
and at the same
time drive a significant wedge into the hated and threatening Europe, in
the hope of im-
minent disintegration and thus put an end to the permanent social threat.
Peace between Russia and Europe was and is inconceivable for him, as long
as he feels
personally affected, as long as his social world view is thwarted and called
into question.
In order to free himself and his people from this supposed threat,
he resorts to the strong-
est weapons at his disposal: terror and war.
His motivation is recognizably filled with deep emotionality. His thinking,
feeling, willing
and actions are driven by this permanent idea of threat. Any resistance
is seen as a per-
sonal attack and triggers fierce defensive measures, even orders to kill
(in individual cas-
es and in the form of a brutal war of aggression against an entire country
that has only
toyed with the idea of getting closer to its western european neighbors,
economically
and politically).
The consequences take the form of inaccessibility, self-isolation
and resistance to con-
sultation.The realization of Putin´s own convictions remains unchanged
as a goal in life so
that it can be assumed that even after the the end of the hot battle phase,
nothing will
change in the subjectively perceived rightness of his own convictions and
that the danger
posed by him will not be over.
In view of the scale of the threat, the effects of which are already being
felt worldwide
after only five weeks of war, the only possible solution is a deprivation
of liberty in order to
pave the way for the Russian government back into the international society.
If there were to be laws in Russia corresponding to the German PsychKGs
they would
at least offer a theoretical possibility of ending the horror.
On the other hand, it would not be a bad thing if there were a UN body that
could initiate
such a measure to protect against a single sick person that can set the
whole world on
fire through his actions.
As long as Putin is in power, it is unlikely that he will let go of his
overvalued ideas.
He will continue to do everything he can to push through his ideas.
He will not give up his goal of making Europe harmless for him and Russia.
